Username and Password issue

I followed all the steps but when I docker-compose up -d I get

error during connect: in the default daemon configuration on Windows, the docker client must be run with elevated privileges to connect: Get "http://%2F%2F.%2Fpipe%2Fdocker_engine/v1.46/containers/json?all=1&filters=%7B%22label%22%3A%7B%22com.docker.compose.config-hash%22%3Atrue%2C%22com.docker.compose.project%3Ddomainaccessibilityaudit%22%3Atrue%7D%7D": open //./pipe/docker_engine: The system cannot find the file specified.

Any idea why its not finding .env even if its in the root folder
