include `ruleset3` again as soon as `crisprscore>=1.9.1` becomes available

• ruleset3 is an on target score calculated by the crisprscore package
• ruleset3 originally requires python 3.7.7 which is not availbable on conda-forge (through R basilisk)
• ruleset3 can therefore currently not be used
• this bug is fixed in latest versions of crisprscore package which might become available on conda-forge/bioconda soon

updates to the CrisprScore package now abolish the internal use of basilisk to manage conda envs for 3rd party packages for the scoring algorithms. Also various algorithms have been drepecated with the ended support of python 2.7.
These changes must be a accommodated also in this workflow.
