[FEAT]: Arm64 Cuda Building - E.g. Jetson's #6

It would be nice if we could take the cuda image and build it to arm64 alongside the other ros containers.
It might be because I'm a bit of a fan of arm, but I think it would make sense if we could make development onto Jetson boards easier which can keep the platform costs down.
Not urgently required, but would be really nice to implement!
