Tools for Profiling and Debugging

In the OpenCL panel discussion at IWOCL there were several questions and comments regarding vendor-independent tooling in OpenCL, especially for profiling and debugging. We should add a page to the guide describing functionality in OpenCL for profiling and debugging and consider adding links to tools or other resource pages for profiling and debugging.

Note: we already have a list of OpenCL Development Tools on the OpenCL Resources Page and the OpenCL Community Resources Page.
