Should axes return a tuple of `StaticArray`s?

At the moment the dimensions of a static array are lost in axes, which may be inconvenient in certain settings. Maybe a StaticOneTo{N, T} could be added?

Yes, this is definitely where we want to go. There is already a SUnitRange or some-such that we need to tidy up for this purpose (ranges that get used as indices require some extra methods).
