"Delay Turn" button swaps last with first

If the list has:

1. foo
2. bar
3. baz

and the user presses "Delay Turn" with 3. baz selected, the result is that the first and last position are swapped.
3. baz
2. bar

1. foo

Delay turn on last should pop the last one out of the list and push it to the head of the queue.

Expected result:
3. baz

1. foo
2. bar
