회원 추방 = 회원의 상태를 ANONYMOUS랑 똑같이 만드는 논리로 진행.

회장단은 회원을 추방할 수 있고, 회장이 동의를 하면 회원의 권한을 ANONYMOUS에서 DEACTIVE로 변경할 수 있다.
