Currently whitebox tools (WBT) is downloaded every swmmanywhere call. This is wasteful and has potential issues for testing.

  • Provide ability to cache or supply WBT zip files (this functionality is built into pywbt)
  • Pin one of these for testing, and I suppose default use.
