Add the ability to upload the file to messenger and use the id rather than using url

Currently, the Hexabot Messenger channel requires a file URL to send files to users. Enhance the Messenger channel to support file uploads directly through the API. The system should store the uploaded file on Messenger’s server and use the returned file ID for subsequent file-related operations.
