Setup instructions?

It'll be extremely useful if there is a setup.md file suggesting/describing a setup for Ruby development.

One small issue is that the task generation script will pick 0-setup as a task.

Is that intended? If it is, students will have to submit a solution for that task. However if they don't do so - it'll show up as red (source not sent) in the course certificate. What is an example solution for that task? :D

So if you don't intend to do so, you should consider moving the setup instructions to a setup.md file (or whatever) and reference it in week0/README.md.

And to stop nagging on you, I can confirm that the setup instructions are working and it's quite fast and painless to setup Ruby ^_^. Btw as a Ruby noob I must ask, why are we using specifically Ruby 2.1.3?
