Bug: Time display when creating columns fixed in 12 hour format

Describe the Bug

The time slot fields use 12 hour format despite the system setting being 24 hour format. This creates a discrepancy in the time field and the popup menu. The screenshot below is from creating columns.

To Reproduce

Use a time field when the system is set to 24 hour time.

Expected behavior

Time fields should reflect the system format.

Actual behavior

Time fields are fixed in 12 hour format.
