Quantity set_values should be able to use scipy nearest neighbour interpolation #85

Integrate the make_nearestNeighbour_quantity_function from quantity_setting_function into quantity.set_values

Maybe make nearestNeighbour interpolation default instead of our old leastsquares fitting for pts and csv files.
