Call drop on merge for conference call

Steps to reproduce the bug

1. call person A
2. Person A receives the call, then add to call Person B
3. Person A on hold, Person B receives the call
4. Merge the call
5. The call disconnects

Expected behavior

1. call person A
2. Person A receives the call, then add to call Person B
3. Person A on hold, Person B receives the call
4. Merge the call
5. The call connects and turns to a conference call where 3 or more person's can talk simultaneously

Actual behavior

I expected the call to initiate in a conference call, where myself, person A and B could talk simultaneously, but instead the call is getting disconnected.

Additional information

The device is not rooted.
I have tested conference calls on other dialer like google dialer from google, Odialer from Oppo, and Koler (another foss dialer in github/izzyondroid)

The call disconnects

It does incorrectly indicate in the UI that the call has ended, but in reality, the merge is successful, and both calls are still connected. You should be able to verify this if you reopen the call screen via the notification.

No the call is disconnected on all the devices (in my case 3 devices) at the same time.

Not fully. The call ends visibly, but it stays connected in the background for me, and I can still see the call notification.
