Logging "Set as Target Snapshot" in Remote Instance's Version History #5271

Description

In investigating #5272 I found that there is a gap in our "Version History" workflow.

  1. Enter Developer Mode
  2. Create a Snapshot
  3. Set the Snapshot as "Target"

The version history shows the snapshot being created, but never the assignment of the Snapshot as a target.. Note, the other way of setting a "Target Snapshot" is via the "Restore" button, which does successfully log in the Version History:

We should be logging an event if the "Set as Target Snapshot" is set, when a new Snapshot is created
