Tried apt-get, and spirv-tools isn't on apt-get, and tried snap, and the CI run couldn't find the installed tool. It'd be nice to do something that takes less than 7 minutes, but maybe we'll ignore this issue because we'll hopefully soon statically link spirv-tools instead of calling exes.

@khyperia I believe spirv-tools is on apt-get but it's in "Sid" (which I believe is Debian unstable). I tried finding a way to install an unstable package in on stable but didn't have much luck.
