Please refer to the Spark report. It seems that the GroupManager has caused extremely high performance consumption. It did not perform asynchronous processing and frequently reloaded permissions?
It is not a problem with the machine's performance. It can maintain a stable TPS of over 19 for a long time. This Spark report was conducted during a period of lag.

That Spark profile seems to indicate a lot of EssentialsAntiBuild interaction events, each triggering a permissions lookup. I don't see GM in that graph causing lag.
