Rework tests for nuopc being the default driver

Change tests that didn't explicitly specify a driver to now explicitly
specify _Vmct, and tests that explicitly specified _Vnuopc to now not
explicitly specify a driver.

The one exception is the aux_cime_baseline tests: previously, those
tested mct; now they will test nuopc.
