"Adding links to PR on Notebook changes" option is not being enforced to the repository

I've toggled this setting of only adding links any NB changes for my repo.

However, PR bot still gives out the link even if there's no NB file changes.

I was expecting that it will only create a link for any .ipynb file changes.
