Adding a new Python Script: University Rankings

Hi there, I recently made a contribution to this repo by adding a Python project called, "Pizza Order". I have another Python project that I would like to include as well called "University Rankings." Using data provided by a .csv file, the algorithm will be able to determine the rankings of these universities using the continent, country, and capital.
