Currently the files header does not show up if there are no files in the project directory. This means that users are unable to create a file or directory in a new project.

This may be a result of the built-in loclist component. It is possible that empty loclists just don't render. However, the "Git" section renders empty loclists.

This seems like it will be difficult to do. It seems that the loclist header itself does not detect "f" or "c" button presses to make files. Therefore, there needs to be something in the loclist to create a file. This functionality would either need to be changed or an empty item would need to be added.
