Retain line breaks in emails

Please retain line breaks in the emails we send to project volunteers.

That would make the emails a lot easier to read and organize topics.

Also remove the quotes that appear around the entire message.

Hi, thanks for posting this issue. It's a known problem (see issue #946, which addresses this along with some other concerns) but a fix hasn't made it into code yet. There's a couple PRs which may address it so I'll look into that and see if we can get something deployed.
