ONS uses ITLs not NUTs now #2306
Description
This doesn't really effect us. But maybe we want to do something similar to https://github.com/DemocracyClub/EveryElection/blob/master/serverscripts/add_nuts1.sh for these. ATM NUTS will do the job of giving us 'regions' just fine, and it sounds like ITLs will mirror NUTs. So this is probably a do nothing.

2.4 Changes from NUTS to ITL
Following the UK's withdrawal from the EU, a new UK-managed international statistical geography - ITL (International Territorial Levels) - has been introduced from 1st January 2021, replacing the former NUTS classification.
These ITLs:
- Align with international standards
- Enable comparability both over time and internationally
- Mirror the NUTS system to ensure continued alignment
- Follow a similar review timetable (every three years)
From May 2021:
- The 'NUTS' field has been renamed to 'ITL'
- Content has been updated accordingly
Details of the ITLs and how they will be managed will be published on the ONS website.
