Move Annual review of the rule set for audited events to January

[nolunwa-ucsc]

The team needs to automate ticket creation for the Review rule set for audited events that should be done annually.
Ticket should be created every year on 01/10, giving us time to do the actual review before the assessment scheduled in March each year.
