Netherquartz dust has two variants, but one is not usable

Bug Description

If i grind netherquartz in enderio sagmill, i get powdered quartz, but that is not usable (even in the enderio recipe for soul chain). Instead you have to use quartz dust from thermal pulverizer or occult crusher.

Did this behavior used to work in the previous version?

Steps to Reproduce (for bugs)

1. Insert netherquartz in enderio sag mill.
2. Try to craft the enderio soul chain with it.
3. Using the thermal pulverizer gets the correct dust variant.
