Problem attachments is not part of `/edit`

When you visit: http://localhost/domjudge/jury/problems/3 you can add attachments, but when you visit http://localhost/domjudge/jury/problems/3/edit you can't add the attachments. We should consider if the attachments should be part of the /edit page and need to be moved.
