Implement lockout format

• Assume you have contest with three problems, worth 100, 500, and 750 points.
• The first team to solve a problem gets the full score for that problem.
• The points for that problem are reduced by a configurable percentage (or absolute number of points?) up to 100%, meaning that only the first person to solve a problem would get any points.
• Teams do not need to solve problems in order but can decide themselves which one they will tackle first.
