Please release the library and the python bindings

There is a 1.0.0rc1 release on the 29th of September, but no subsequent releases of the library. The version of this library installable via conda is more than a year old. Please release this library via conda so that it is installable with the reset of the non-ISIS stack.

Staged Recipe has been up for some time now conda-forge/staged-recipes#24039

Originally it took a long time to do the initial review (probably overwhelmed over there), then Christine just got pulled into other stuff. I'll ask Christine if it's cool to take over it since I got dedicated time on this for the next few weeks.
