Finalizing v0.3 board #1

I'm currently working on finalizing the v0.3 board, which will hopefully become a v1.0 release.

Hardware:

Cleaning up layout and routing
Improving silkscreen labeling
Avoid FPGA pins 80/81 (requires modifying the FPGA dev board)

RTL:

CRTC emulation
Video generation

Some future projects:

Joystick ports
Integrate / cost-reduce FPGA (possibly Efinix T8Q144)
Make RPi optional / possibly replace with Pico
Attempt to shrink board a bit more, while maintaining PET compatible footprint
