DM Users to Authenticate their GitHub Organizations

Owners of organizations that submit to CodeMC often report to us that they can't log in, when they simply need to authenticate their organization.

The proposal is to DM them with a paragraph of information related to this bit in the documentation, including the application link to authenticate their organization directly.

The logic for detecting whether a GitHub Account is an Organization is already implemented, so minimal additions are required. It would mostly be using the API for direct messaging available in JDA.

Perhaps we could also do something similar for regular users to provide more in-depth information so that we don't clog #accepted-requests?

Question is: Should we handle cases where the user doesn't accept DMs, or should it just silently fail?

Silently fail would probably be enough. If they don't accept the information, they don't.
