Push docker image to DockerHub instead of ACR

• setup Dockerhub
• change circleci.yml setup dockerhub repository using github integration
• change circleci env
• test that image is fine
• setup azure to pull from dockerhub instead of ACR (webhook https://docs.docker.com/docker-hub/webhooks/)
• remove acr from circleci.yml

create the new docker compose service with frontend in this repository
