LLMs using `cloud service` commands in an org with existing services picks random services

User reported behaviour when using Claude, assume it applies to any model.

They were using an existing org that had multiple services. When asked to operate on a service, without specifying which service, the model just picked a random service rather than clarifying which service to use.
