Issue

When there are too many candidate's running in a riding - secondary polling area gets filled with candidates and overflows under the majority meter. No other elements are broken

Note:

Ideally a solution should still allow all candidates to be seen
other elements should not be altered
Ideally The size of each candidate box shouldn't be scaled
