Issue

When there are too many candidate's running in a riding - main polling area expands to fit all the candidates and results in the page expanding. The side bar is either partially on screen or not visible; the bottom seat count bar is of set the right edge and no longer in the center

Note:

Ideally a solution should still allow all candidates to be seen
other elements should not be altered
Ideally The size of each candidate box shouldn't be scaled
Limit to candidate boxes to 4 at a time
