:hover is slow on non-links even if the code is never used on the page? IE7

Yes, this is true. We've had that problem several times in our projects and it was always a problem, even if the element wasn't used on the page.
This holds true for all IE-Versions until 8, maybe even until version 9. Google says in the pagespeed docs that it will only appear, when a strict doctype is used. But we can say from our experience, that it happens with nearly every doctype.

So, this is one ugly showstopper...

I forgot to say that this is the case with every element other than a link, not only for li:hover: div:hover, span:hover ... you name it.

I created a rule for this (44c7556), but somehow the parser breaks. Nevertheless the rule should work.
