set LANG environment variable in install.sh

Following on from https://arccss.slack.com/archives/C6PP0GU9Y/p1638933558059300
I wonder whether we should put export set LANG=en_AU.ISO8859-1 at the start of install.sh to resolve issues some users have had when logging in from a machine with a different language encoding?
Or have I misunderstood the issue @aidanheerdegen ?

Not sure I'd put it in the script, but definitely worth documenting as a possible issue in docs/wiki
