New-AzSqlDatabaseImport extremely slow start

Hi,

I have a CICD process which restores an Azure SQL Database bacpac from an Azure Storage container. The issue is that it is extremely slow to start. Sometimes taking up to 5hrs to create the database and start the import.

The import itself maybe runs in between 15min-40min max on an S7 database. I cannot seem to understand why this is happening, again it is not the import itself, the process gets stuck on 0/1% for hours which then suddenly kicks off.

There is also a second issue but is less critical, the InProgress can easily get stuck on 100% for hours sometimes up to a day. Is this behavior normal?
