uv is becoming increasingly popular as the standard package and project manager for Python, due to its performance benefits and better overall usability.

We should consider supporting uv and it's associated project file pyproject.toml.

A few different areas that azd integration may need to be looked at:

  1. easy-init app detection
  2. Overall package support
