Disable Docker Requirement

I don't have Docker in my build environment, and my project doesn't use it. Is there a way to disable Docker through the azd configuration? When I run azd provision, I get the following error:

ERROR: required external tools are missing:  
- Docker is not installed, see https://aka.ms/azure-dev/docker-install to install
