Allow a user to change governance voting power

Any user that staked with `moveWithLatestRollup=true` can use the `delegate()` function on the GSE to change who votes on governance proposals.
An easy way of doing this should be created, ideally allowing a user to readjust all of the sequencers it has staked with one easy button / tx and then offering the user the option to vote on upcoming governance proposals themselves.
