Release proposal: 2.3.0

Proposing to release 2.3.0 after merging:

• Fix memory leaks in SetFont/ResolveFontDescription #1340
• Clean up #includes #1341
• add support for embedding metadata in PDFs #1345

#1324 I need to re-read but I think @Hakerh400 says can be closed without merging
#1255 might be ready for merge, I need to review that again, will do today
#1330 can come in a later release, I need a bit more time to wrap up and test

Re #1324: it would be nice if at least someone can confirm that Cairo 1.16.0 works properly.
Then #73 and #122 can be closed too.

I didn't get to tonight is #1255, which is gonna take some focus this weekend to review.
