ozcam and avh standalone failed #823

Running ozcam and avh standalone failed to update the jar.

Then ansible log reports it is skipping the download URL that happens to return a 404 https://nexus.ala.org.au/service/local/artifact/maven/redirect?r=public&g=au.org.ala&a=ozcam-hub&v=7.1.0&e=jar&c=exec
This is for the latest ala-install master branch and inventories.
Even when running without tags the result is the same.
The config files are updated and the service restarted but the /opt/atlas//.jar is not updated.
