• add a public-private flag to record attributes, and
• remove encumbrance https://arctos.database.museum/info/ctDocumentation.cfm?table=ctencumbrance_action#mask_nagpra_category

We could make the following adjustments:

1. Do nothing if the encumbrance is no longer required
2. Change the attribute to private
3. Add a new private attribute and split the data

I will proceed by changing the attribute to private (Option 2) if there's no other guidance when this goes to production. Adjustments can be made if our developing usage guidance or further review warrants them.

I can provide summary data by request.

Change the attribute to private

I fully support changing the NAGPRA attribute to private and it should stay a private attribute because it has an associated code table and we need to search on it.
