Server Will not install forge or binaries

When I try to start the server, it will say forge not found, Installing, which creates a file in its directory called BITD735.tmp but will stay at 0 kb and it was like this for an hour.

I then downloaded forge-1.12.2-14.23.3.2678-universal.jar and put it next to the serverstart.bat and started it and then it says "cannot find forge/minecraft binaries, reinstalling forge" And i let that sit running for like 30 minutes

The forge installer file (not forge installer-win) needs to be seen as well. Can download that at the same place as universal.
