add draggable categories

I would really love draggable categories to move them around easier

i got lots of rules now and i want to move them to a single category but doing it manually would mean i have to remake all of the 30 categories

I'll consider it! I think this was intended at some point, but was maybe too tricky at the time.

You know you can edit the parent of a category, right? So if you have 30 rules under a group you can change the group parent to move it along with its children.
