keycap:0 or keycap 1...9 not works fine with windows 10

• Steps to reproduce

1，build font windows package under Ubuntu
2, install to windows, %AppData%\Local\Microsoft\Windows\Fonts
3, try keycap numbers, keycap 0 to keycap 9, with 30-20e3 to 39-20e3, fallback to Microsoft Yahei.

4, try keycap numbers, keycap 0 to keycap 9, with 30-fe0f-20e3 to 39-fe0f-20e3, fallback to system
Segoe UI Emoji

5, cp assets/twemoji-svg/30-20e3.svg assets/twemoji-svg/30-fe0f-20e3.svg, so do 31~39.

6, rebuild font windows package, install, try 30-20e3 and 30-fe0f-20e3 , still not fine
7, check font file with fontforge, like bellow

30-fe0f-20e3

8, try Noto Color Emoji, both 30-20e3 and 30-fe0f-20e3 fine
